Goal 1. To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process. a. Communicate housing and nonprofit needs to local area government b. Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness. c. Invite guest speakers to speak monthly. Pick out topic relevant to nonprofit housing providers (i.e. management, development, underwriting) and have speaker make 30 minute presentation. Goal 2. To pool skills and resources of nonprofit housing producers and housing support agencies a. To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by convening regular meetings to share information, and to plan and coordinate activities of the participating nonprofits b. To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits and prepare joint funding support request to the various funding entities c. To promote and support emerging nonprofit housing organizations. Goal 3. To pursue various partnership opportunities and linkages with for-profit developers and builders. a. Strengthen relationships between nonprofits and private sector b. To become active participants in the Homebuilder's association to cultivate support of for-profit developers and builders and to seek out opportunities for joint-ventures, other business relationships and mentoring. Goal 4. To pursue activities that would increase the availability of low cost funds to nonprofits. a. Subscribe to legislative, funding resource. Monitor and report on upcoming funding programs. b. Develop calendar of funding source with contact, deadline and summary information. Goal 5. To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance and housing production.

Meeting Minutes from April 24, 2002 Meeting

Agenda Item 1 - Introduction of Members
Two new members were present at the meeting. The first was Audris Billberry, from the Sanford Housing Authority. Ms. Billberry indicated that she has taken over as the Executive Director of the Authority and is now working with HUD to remove the Authority from their 'troubled list' status. Of the 170 items that were originally listed, approximately two-thirds have been answered and they are now working on the remaining one-third of the problems. A second new member was Jennifer Ambroise, from Give Back Ministries. This ministry is providing housing to ex-offenders. They call this transformational housing. They are currently looking at a site in northwest Orange County. In addition to housing, they provide counseling, food, and other necessities for people getting out of jail. The projects are to be kept small and blended into the community. She will keep the Roundtable informed of their progress.
Agenda Item 2 - Orange County Housing Finance Authority Fees
Diane Cook and Fran James have been working with the Orange County Housing Finance Authority to try to reduce the application fees for tax exempt bond applications for nonprofit organizations. They feel, in addition to the Roundtable, that these fees are excessive for nonprofit entities and they discourage participation in this program. Fran will be checking this month with respect to what other housing finance agencies do. If Orange County is in line with these agencies, it will be more difficult to persuade to change their structure. However, should we find that Orange County Housing Finance Authority is charging fees in excess of that being done throughout the State, there may be grounds for a more concerted effort to get these fees reduced. Fran will report back later next month.

This concludes the end of the meeting minutes. The next meeting will be held on Thursday, May 23rd. This will be an unusual meeting in that there will be a Roundtable discussion on financial literacy and asset-building for low income individuals.
The FDIC's Chicago Region, in partnership with the Department of Labor (DOL) and the Internal Revenue Service (IRS), have developed a strategy to link low-income individuals and families to financial education and asset-building through the following three vehicles: (1) the FDIC national Money Smart financial education curriculum, (2) the federal Earned Income tax Credit (EITC), and (3) the Volunteer Income Tax Assistance (VITA) sites. This new initiative, "Money Smart, VITA, and the EITC: The Potential for Asset-Building in Low Income Communities" will be piloted by Community Affairs staff in four of the FDIC's regional offices: Chicago, Kansas City, New York, and San Francisco.
Mary Myhill from Republic Bank in Clearwater and Sharon Hughes from Market Place Bank are working together to sponsor a presentation regarding this program.
