THE NONPROFIT HOUSING ROUNDTABLE OF CENTRAL FLORIDA - ACTION PLAN
Goal 1.	To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process.
   a.	Communicate housing and nonprofit needs to local area government
   b.	Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness.
   c.	Invite guest speakers to speak monthly.  Pick out topic relevant to nonprofit housing providers (i.e. management,
development, underwriting) and have speaker make 30 minute presentation.

Goal 2.	To pool skills and resources of nonprofit housing producers and housing support agencies
   a.	To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by
convening regular meetings to share information, and to plan and coordinate activities of the participating
nonprofits

   b.	To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits
and prepare joint funding support request to the various funding entities
   c.	To promote and support emerging nonprofit housing organizations.

Goal 3.	To pursue various partnership opportunities and linkages with for-profit developers and builders.
   a.	Strengthen relationships between nonprofits and private sector
   b.	To become active participants in the Homebuilder's association to cultivate support of for-profit developers and
builders and to seek out opportunities for joint-ventures, other business relationships and mentoring.

Goal 4.	To pursue activities that would increase the availability of low cost funds to nonprofits.
   a.	Subscribe to legislative, funding resource.  Monitor and report on upcoming funding programs.
   b.	Develop calendar of funding source with contact, deadline and summary information.

Goal 5.	To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance
and housing production.

Meeting Minutes from August 29, 2001 Meeting

Agenda Item 1 – Approval of Minutes

The minutes from te July meeting were unanimously approved.

Agenda Item 2 – Orlando Housing Authority (Gail Plowden)

Gail was on-hand and updated the Roundtable on the following projects:

• They are now in the process of working on Hampton Park (corner of Bumby and Robinson). This project was planned in 1997, and is finally coming to fruition. At the present time, there are twelve home under construction and twenty homes have already been pre-sold. Home range in value from $130,000 and up. There will be a total of sixty-five home developed in the first phase and twenty of these will be set aside for low income buyers. They hope to have a ribbon cutting later in October. Phase II will involve additional single family construction. Phase III will be 60,000 square foot of commercial space and Phase IV will be forty units of elderly housing. People interested in purchasing market ready units can go on-site and a model unit will be setup shortly. People interested in subsidized housing can contact Mike Julian at the Housing Authority, 407-894-1500, ext. 1505.

• The Authority is going to apply for a HOPE application in 2002. They have contracted with Wallace, Roberts, and Todd who has extensive HOPE development experience.

• The Authority has finally gotten approval to demolish Carver Court. They are currently working to relocate residents who live there.

• The Authority has been actively pursuing the use of Section 8 vouchers for the purchase of single family homes. As the program now is stated, the voucher can be used to offset monthly house payments for five years with a potential of up to 15. The design is such that the money will be wired directly from the Housing Authority's account to the bank on a monthly basis. This type of program represents a large commitment by the Housing Authority because it will require some involvement in each individual loan.

• The last item involves the Housing Authority issuing $30 million worth of bonds. This deal should be consummated later this year. It will be used for acquisition, renovation, and construction of new multi-family housing. This can take place on or off-site of existing facilities. The money can used anywhere within Orange County.

Agenda Item 3 – Counseling Collaborative (Gloria Oliver)

Gloria was on-hand to update the Roundtable with the following information:

• They recently completed the Homebuyer Fair. Last year the Homebuyer Fair attracted 400 and this year attendance increased to over 1,200. There were a total of 35 booths, with numerous resources for first time homebuyers. They also had much success with a panel made up of City and County workers talking about the SHIP program. They are already planning next year's fair and encouraged interested individuals to contact the Collaborative for sponsorship detail.

• The Collaborative is also pleased to announce the establishment of a homebuyer club in conjunction with the Orlando Housing Authority. They will work with first time homebuyers and will be utilizing vouchers to assist people in paying for housing costs.

Agenda Item 4 – Introduction of the Homebuyer Club in the Parramore Area

• The Counseling Collaborative in conjunction with the Parramore Heritage Foundation and Washington Mutual is establishing a homebuyer club in Parramore. Although homebuyers have been done in the past, this homebuyer club is unique in that it is combined with the establishment of an individual development account. The Parramore Foundation will be matching contributions made by residents of up to $2,000. Upon completion of their involvement in the homebuyer club, it is hoped that they will have enough income to then purchase their home. The Mortgage and Credit Center will be doing all credit counseling in association with these individuals. In addition, cooperative extensions will be used to do post-purchase counseling.

• Pat Braaf and Pat Evans were also on-hand to talk about the impact of the program in the area. Also, Gloria indicates that there will be four homebuyer clubs. One located in Parramore, one in Apopka, one in Pine Hills, and one in Sanford. For their part, Washington Mutual is helping underwrite this club, in addition to providing the curriculum. This information will be critical in the education of the residents going through this program.
