Future Meeting Schedule: October - Workshop; November 28 - Meeting.
Goal 1. To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process. a. Communicate housing and nonprofit needs to local area government b. Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness. c. Invite guest speakers to speak monthly. Pick out topic relevant to nonprofit housing providers (i.e. management, development, underwriting) and have speaker make 30 minute presentation. Goal 2. To pool skills and resources of nonprofit housing producers and housing support agencies a. To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by convening regular meetings to share information, and to plan and coordinate activities of the participating nonprofits b. To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits and prepare joint funding support request to the various funding entities c. To promote and support emerging nonprofit housing organizations. Goal 3. To pursue various partnership opportunities and linkages with for-profit developers and builders. a. Strengthen relationships between nonprofits and private sector b. To become active participants in the Homebuilder's association to cultivate support of for-profit developers and builders and to seek out opportunities for joint-ventures, other business relationships and mentoring. Goal 4. To pursue activities that would increase the availability of low cost funds to nonprofits. a. Subscribe to legislative, funding resource. Monitor and report on upcoming funding programs. b. Develop calendar of funding source with contact, deadline and summary information. Goal 5. To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance and housing production.

Meeting Minutes from September 26, 2001 Meeting

Agenda Item 1 – Approval of Minutes
The minutes from the September meeting were unanimously approved.
Agenda Item 2 – CBIC National Bank Presentation (Paul Gower)
Paul Gower was on-hand to talk about CBI's business within the State of Florida.
CBI is a subsidiary of a Canadian National Bank and is the seventh largest in North America.
It came to Florida two years ago and started by opening up in Winn Dixie stores.
There are currently 114 locations in Florida.
The bank has worked with its sister bank out west, called Safe-way Bank.
The goal of CBIC is to continue to be involved in community activities and they recently joined the Florida Community Partners Loan Pool. They're also looking for other projects to support.
They recently supported the new Nap Ford school in Parramore and they are now purchasing loans from CDCs.
They have partnered with other banks in the past. Sometimes they don't issue construction in these partnerships but look to the other banks to do this.
In future years, the bank will continue to expand in the USA but not likely in Florida.
The bank has recently restructured financing with Grand Ave Economic
Corporation. They've refinanced the existing loan, with the exception of the
subsidized loans.
Agenda Item 3 – Seminole County (Buddy Balagia and Diane Lebford)
Buddy Balagia and Diane Lebford were on-hand to talk about their program.
The County gets 7.5 million dollars per year. Of this amount, SHIP is approximately half.
In the past, the County has done housing rehab but has abandoned it. The County has subcontracted a lot of it's work out, but is now looking to take some of that work back in.
The County is now looking at a reconstruction program in which they will provide higher subsidies per home and hold the mortgage.
The County is also doing architectural barrier removal work. This program is going quite well. They are going out with a RFP for $300,000 for this program.
The County has also participating in a downpayment assistance program. They have used the Seminole County Chamber in the past but will be looking to bid this project out in the near future.
They have been outsourcing credit counseling, but will be looking at
bringing this service in-house in the near future.
The County has worked with Florida Community Partners in their rental
construction and rehabilitation program. They have allocated the money to FCP
and FCP has in turn issued RFPs and allocated the funds. In this program, they
are now working on a 1.6 million dollar with Central Florida HANDS.
The County has also worked in the Disaster Mitigation Program since 1988. Most recently, they worked with the Mennonite Church to reconstruct homes which were damaged by tornadoes.
In the future, the County will be looking to purchase and build housing on vacant FHA foreclosed lots.
Amongst all their successes and as with all governments, the County does have program failures. Most recently, the project for the developmentally disabled called The Hamlet was under consideration. This project will not be going forward. The County learned a lesson that when providing funds for predevelopment cost, they should be better secured. It appears that the County may be out these funds to the nonprofit participating in this program.
The County is considering taking the downpayment program in-house or changing the payment structure in the future. There will be a $900,000 RFP in January regarding this.
With respect to the barrier improvement program, the County will provide up to $25,000 per home for these improvements. A person will qualify for this if they are disabled or a family member is disabled.
With respect to the reconstruction program, they are now discussing to take the total amount available per unit up to $65,000. This will be decided in the near future.
Agenda Item 4 – Miscellaneous Items
Lisa Chiblow was on-hand from Orange County. She indicated that a RFP for counseling should be coming out within the next eight weeks. The total contract will be approximately $98,000.
Bob Ansley was on-hand talking about the Bank of America deal. The land has been closed on and the GC has been selected. They are now in the environmental re-mediation stage. Ultimately, there will be 266 apartments and 26,000 square feet of retail space.
The City of Orlando was on-hand and they did indicate that, although a lot of City funds were going to the Bank of America project, there would be some HOME and SHIP funds in the year 2002. The Community Development Block Grant RFP will be produced somewhere between November and January and will be allocating approximately $2.5 million.
The Orlando Housing Authority was on-hand and they indicated that they will be issuing between $25-30 million in bonds for rehab and reconstruction. Two RFPs are currently out. One is for a buyer's agent, which will be in charge of bringing properties to the Authority and the other is for property management. Both of these are due October 19th. The Authority is also looking to bid out their financial legal services but no time frame is set on this yet. For information regarding these RFPs, call Russ Weatherington at 407-246-0002, ext. 206.
