THE NONPROFIT HOUSING ROUNDTABLE OF CENTRAL FLORIDA - ACTION PLAN

Goal 1. To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process.    a. Communicate housing and nonprofit needs to local area government    b. Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness.    c. Invite guest speakers to speak monthly. Pick out topic relevant to nonprofit housing providers (i.e. management, development, underwriting) and have speaker make 30 minute presentation. Goal 2. To pool skills and resources of nonprofit housing producers and housing support agencies    a. To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by convening regular meetings to share information, and to plan and coordinate activities of the participating nonprofits    b. To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits and prepare joint funding support request to the various funding entities    c. To promote and support emerging nonprofit housing organizations. Goal 3. To pursue various partnership opportunities and linkages with for-profit developers and builders.    a. Strengthen relationships between nonprofits and private sector    b. To become active participants in the Homebuilder's association to cultivate support of for-profit developers and builders and to seek out opportunities for joint-ventures, other business relationships and mentoring. Goal 4. To pursue activities that would increase the availability of low cost funds to nonprofits.    a. Subscribe to legislative, funding resource. Monitor and report on upcoming funding programs.    b. Develop calendar of funding source with contact, deadline and summary information. Goal 5. To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance and housing production.

Meeting Minutes from October 30, 2002 Meeting

Agenda Item 1 - Karen van Fossan (Internal Revenue Service)

Karen van Fossan from the Internal Revenue Service was on-hand to talk about several programs. The following is an excerpt from her talk.

The IRS is now creating an outreach arm.

One of the goals is to partner with organizations to get programs out to the people who need them the most.

The IRS is establishing tax preparation centers. These centers are meant to help people prepare their returns. IRS is providing the training, free of charge, to train individuals at these centers.

One of the key components at the centers is the use of a new IRS software program which helps ease the preparation of returns.

In December or January in Central Florida. the IRS will be training 10-25 people.

Discussion took place amongst Roundtable members. One of the options if for individuals of organizations to send staff to receive IRS training. These individuals could then help assist in tax preparation for their clients. Although this wouldn't be a true tax center, it still would be helpful in terms of getting information out to the people who need it most.

With respect to local training programs in the IRS, the contact Don Christie at 407-660-5806.

Karen mentioned the child tax credit and the earned tax credit opportunities. Many people preparing their taxes miss the opportunity to take these credits and it results in millions of dollars of lost income. It is advantageous for organizations and individuals to be aware of these credits. For example, in Orange County a total of $69.6 million dollars in lost credits took place in last year alone.

Agenda Item 2 - Miscellaneous Items

The City of Orlando will be sponsoring Orlando House. This is a house being built for display. It is using the latest in energy-efficient technology and it is encouraged that people attend this. Additional information will be presented to Roundtable members at later meetings. The City staff encourages individuals interested in getting more information on this program to go onto their website www.cityorlando.net.

The City of Orlando is now considering an increase in their maximum sales price. Staff will report back to this at a later date.

Orange County is still looking for volunteers on its Housing Advisory Council. This council meets once a month. Interested individuals should contact Kerwin Mellott at 407-836-4240.

Fannie Mae has announced their Homes for Heroes program. Special downpayment assistance is being provided to police officers and fire fighters.

The disability survey which the Roundtable is doing is now in the analysis. The consultant is now reviewing all the surveys that came in. Information on this program should be out early next year.

This concludes the end of the meeting minutes. The next meeting will be held on Wednesday, November 20th, 2002 at 8:30 am at Orlando City Hall. The meeting is a week early due to the Thanksgiving Day holiday.
