THE NONPROFIT HOUSING ROUNDTABLE OF CENTRAL FLORIDA - ACTION PLAN

Goal 1. To educate the entire community on the role of the nonprofit sector as an important partner in the housing delivery process. a. Communicate housing and nonprofit needs to local area government b. Develop quantifiable goals for the Roundtable to allow for evaluation of this organization's effectiveness. c. Invite guest speakers to speak monthly. Pick out topic relevant to nonprofit housing providers (i.e. management, development, underwriting) and have speaker make 30 minute presentation. Goal 2. To pool skills and resources of nonprofit housing producers and housing support agencies a. To use the nonprofit Roundtable to gain organizational and functional strength to achieve our mission by convening regular meetings to share information, and to plan and coordinate activities of the participating nonprofits b. To evaluate and prepare an annual plan that quantifies projects and funding needs of the participating nonprofits and prepare joint funding support request to the various funding entities c. To promote and support emerging nonprofit housing organizations. Goal 3. To pursue various partnership opportunities and linkages with for-profit developers and builders. a. Strengthen relationships between nonprofits and private sector b. To become active participants in the Homebuilder's association to cultivate support of for-profit developers and builders and to seek out opportunities for joint-ventures, other business relationships and mentoring. Goal 4. To pursue activities that would increase the availability of low cost funds to nonprofits. a. Subscribe to legislative, funding resource. Monitor and report on upcoming funding programs. b. Develop calendar of funding source with contact, deadline and summary information. Goal 5. To pursue activities that would encourage governments to provide grants and loans to nonprofits for technical assistance and housing production.

Meeting Minutes from November 20, 2002 Meeting

Present: Mary-Stewart Droege, M. Agenda Item 1 - Approval of Minutes

Minutes were unanimously approved.

Agenda Item 2 - Charles Rowe (Florida Community Capital Corporation)

Charles Rowe from Florida Community Capital Corporation was on-hand to talk about several programs.

•FCCC has received dollars from the US Treasury Department to assist in establishing individual development (IDA) accounts. The goal is that the individual save $800 and FCCC will match it with $200. Thus far, money has been used for education, purchasing autos, home, and starting businesses.
•From the same pot of money, Florida Community Capital has $2 million to do renovation work on multi-family properties within target areas. FCCC is providing these funds at 1 ½ percent interest for a period of up to 20 years. The application due date is December 2^nd, 2002. Thus far, there have been eight interested applicants.
•A second IDA program will be starting at first of the year. This program is being done in concert with the Homebuyer Counseling Collaborative. People participating in the Homebuyer Counseling Collaborative Homebuyer Clubs will receive up to $200 in assistance for the purchase of a home.

Agenda Item 3 - Miscellaneous Items

•Gaile Plowden was on-hand from Orlando Housing Authority. She indicated that they are seeking Hope 6 funding for Carver Court. They feel confident with their application. The City has committed $2.8 million and they will end up constructing 203 new units of which 57 will be home ownership. They expect a decision in February of next year and it will take 4-5 years to complete. The total grant application is for $20 million.
•Pat Braaf was on-hand from Washington Mutual. She indicated that Washington Mutual and Primrose Center are working on a mortgage product to help persons who are disabled. They expect the project to start in 2003 and they are changing their underwriting criteria to assist this special needs population.
•Robert Johnson was on-hand from Osceola County. They are currently building transitional housing facilities. They have two in Kissimmee, two in St. Cloud, and they are looking to build another one. Any interested individuals should contact Robert Hafer, from Transitional Housing Inc., at 407.876.0068 or 407.891.1661.
•There has been some discussion about potentially moving the meetings from the City of Orlando location. Steve Chitwood will put in inquiries to the Homebuilders Association and the Board of Realtors.

This concludes the end of the meeting minutes. The next meeting will be held on Wednesday, January 22, 2003 at 8:30 am at Orlando City Hall. The meeting is a week early.
